Building Community Big Data Platform for the New Normal
ระบบข้อมูลขนาดใหญ่ (big data system) เป็นเทคโนโลยีหนึ่งที่สามารถนำไปสู่การปรับปรุงคุณภาพชีวิตของประชาชน ทั้งในด้านเศรษฐกิจและสังคมและเพิ่มโอกาสการสร้างงาน การพัฒนาระบบข้อมูลขนาดใหญ่ต้องเกี่ยวข้องกับหลายเทคโนโลยี ทั้งด้านการวิเคราะห์ข้อมูลขนาดใหญ่ (big data analytics) โครงสร้างพื้นฐานด้านความปลอดภัยของข้อมูล (security) ระบบสารสนเทศของภาครัฐ และการสร้างนิเวศของข้อมูล (data ecosystem) ความท้าทายหนึ่งของการพัฒนาระบบข้อมูลขนาดใหญ่ คือการนำข้อมูลมาใช้ให้เกิดประโยชน์ต่อแก้ปัญหาของชุมชน ทั้งในด้านการวิเคราะห์จุดแข็ง และจุดอ่อนของชุมชน (community strengths & weaknesses analysis) การสนับสนุนการวางแผนเชิงนโยบายในการแก้ปัญหาของชุมชน เช่น การช่วยเหลือประชากรกลุ่มเปราะบาง (vulnerable social groups) อีกความท้าทายหนึ่งคือการสร้างคุณค่าให้กับข้อมูลของชุมชนที่มีอยู่ให้เกิดประโยชน์ต่อภาคธุรกิจและอุตสาหกรรมในด้านต่างๆ เช่น ด้านการท่องเที่ยว การตลาดสำหรับผลิตภัณฑ์ การระบุตำแหน่งของสถานที่และทรัพยากรที่สำคัญต่างๆ ในชุมชน เป็นต้น เหล่านี้สามารถนำสามารถนำไปสู่การปรับปรุงคุณภาพชีวิตของประชาชนโดยผ่านแอปพลิเคชั่นต่างๆ ที่ใช้ประโยชน์จากข้อมูลชุมชน (community data-driven apps) งานสัมมนานี้จะเป็นการให้ความรู้ และอภิปรายในประเด็น หน่วยงานภาครัฐจะสามารถสนับสนุนและร่วมขับเคลื่อนการพัฒนาแพลตฟอร์มข้อมูลขนาดใหญ่สำหรับชุมชน (Community Big Data Platform) ได้อย่างไรบ้างในยุคชีวิตวิถีใหม่ โดยการแบ่งปันประสบการณ์ และข้อคิดเห็นจากผู้เชี่ยวชาญประเทศสาธาณรัฐเกาหลี และประเทศไทย
Big data is one of the key technologies that can lead to improvement of quality of citizens’s lives in terms of creating economic and social impacts as well as improving employment opportunities. The development of big data system involves several key technologies including big data analytics, security infrastructure, government information systems and data ecosystems. One of the key challenges of building big data system is how to utilize the data from the system to benefit citizen lives especially in supporting problem alleviation of communities. A vision of community big data platform aimed at creating big data system targeted at community data. With such a platform, local governments can conduct community strengths & weaknesses analysis to support better policy planning, such as those related to targeted community-based poverty alleviation. In addition, business and industries can improve their business planning based on community data such as tourism, product marketing, and location-based community resource data, etc. Citizen can beneficially receive improved citizen services via data-driven apps developed based on the community data.
This seminar aims to conduct knowledge sharing and discussion on how policies and technologies could facilitate the development of community big data platform in life under this ‘new normal’. Insights and experiences on these aspects will be shared by experts from the Republic of Korea and Thailand.
