These efforts support the government’s Bio-Circular-Green (BCG) Economy policy in the food sector, which seeks to ensure that Thailand has access to safe, nutritious, and high-quality food while promoting public well-being, sustainable production and consumption, food loss reduction, and food waste prevention.

Dr. Chularat Tanprasert, Deputy Executive Director of NSTDA, stated that Thailand is currently facing a severe food waste crisis that significantly impacts both the environment and food security among vulnerable populations. In addition to addressing food waste management itself, reducing food loss from the upstream supply chain is another key strategy in mitigating the food waste crisis.

Research findings indicate that Thailand generates nearly 4 million tons of surplus food annually, while approximately 3.8 million low-income people in the country remain at risk of food insecurity and limited access to food. As the secretariat of the Subcommittee on BCG Economy Development in the Food Sector, NSTDA has collaborated with the Scholars of Sustenance Foundation (SOS Thailand) and partner organizations from the public, private, and civil society sectors to conduct policy research and develop a prototype framework for surplus food management in Thailand. The initiative is supported by ARDA funding.

The launch of Thailand’s Food Bank aims to promote public understanding of surplus food, food rescue operations, and food redistribution systems that can help reduce food waste while strengthening national food security. The project is also expected to serve as a prototype model for redistributing surplus food throughout Thai society.

NSTDA has additionally supported the implementation of technological tools for efficient surplus food management, including a digital matching platform that automatically connects food donors with recipients. The platform, supported by funding from the Program Management Unit for Competitiveness (PMUC), is currently utilized by SOS Foundation and partner organizations. The system enhances convenience for recipient organizations, supports expansion of the food donor network, improves surplus food management capabilities, reduces operational workloads, assists decision-making processes, and increases efficiency in surplus food redistribution.

The platform also enables donated food to reach beneficiaries according to actual needs while minimizing food spoilage. The initiative also seeks to establish appropriate models and operational guidelines for surplus food management in Thailand, including the development of Food Safety Guidelines in collaboration with the Pollution Control Department, the Thai Food and Drug Administration, and the Department of Health.

She noted that the launch of Thailand’s Food Bank demonstrates how technology can effectively support surplus food management while building confidence among both donors and recipients through transparent and traceable management systems. The initiative is expected to expand food donation activities nationwide and represents an important step toward creating a food waste-free society and strengthening Thailand’s food security.

Mr. Thawee Impoolsap, Operations Manager of SOS Thailand Foundation, stated that SOS Thailand has continuously worked to reduce food waste and strengthen food security by rescuing surplus food from food manufacturers and business operators within networks such as the Thai Chamber of Commerce, the Federation of Thai Industries, convenience stores, hotels, and restaurants.

These donated foods are redistributed to recipient networks including the Ministry of Social Development and Human Security, local administrative organizations, and community leaders. The food rescue and redistribution process involves close collaboration between private sector food producers and community leaders to ensure efficient donation and distribution processes.

To date, SOS Thailand has redistributed more than 8.3 million kilograms of surplus food, equivalent to over 35 million meals, to more than 3,600 communities. This effort has prevented approximately 21,166 tons of carbon dioxide emissions that would otherwise result from landfill disposal.

SOS Thailand has also successfully implemented practical initiatives through the Bangkok Metropolitan Administration’s “BKK Food Bank” project, which integrates NSTDA’s automated food matching platform with the Cloud Food Bank (CFB) platform and partner organization systems.

The pilot implementation in the Lat Phrao community area demonstrates a prototype food management and redistribution system designed to deliver surplus food to vulnerable populations in Thai society.
