(2 May 2025, Thailand Science Park, Pathum Thani Province)<\/em> The National Science and Technology Development Agency (NSTDA), in collaboration with the Pathum Thani Provincial Administrative Organization, the Pathum Thani Provincial Office for Local Administration Promotion, the Pathum Thani Provincial Office of Social Development and Human Security, and the Scholars of Sustenance Foundation (SOS Thailand), signed a Memorandum of Understanding to expand the \u201cSurplus Food Management Project to Reduce Food Waste and Strengthen Food Security in Communities\u201d through the Local Food Rescue mechanism. The initiative aims to support vulnerable groups in Pathum Thani Province, including low-income individuals, older persons, persons with disabilities, and disaster-affected populations, while simultaneously reducing food waste across the province.<\/p>\n\n\n\n

The collaboration seeks to establish the \u201cPathum Thani Food Bank Model\u201d as a sustainable local prototype for addressing food accessibility challenges and surplus food management through the application of science, technology, and innovation (STI). The model incorporates food safety systems, food preservation and transportation technologies, big data management, food distribution systems, and carbon emissions assessment related to surplus food management. The initiative is expected to serve as a prototype for expansion into seven additional provinces across Thailand by 2025.<\/p>\n\n\n\n

The signing ceremony was attended by executives and representatives from partner organizations, along with food donor network partners including Si Mum Mueang Market, Zeer Rangsit, Future Park Rangsit, Talaad Thai, and CPRAM, as well as representatives from local communities throughout the province.<\/p>\n\n\n\n

Dr. Chularat Tanprasert, Deputy Executive Director of NSTDA, stated that NSTDA has developed a range of tools and platforms to support surplus food management and reduce food waste. These include food donation safety guidelines developed by BIOTEC, digital platforms and database systems developed by NECTEC to connect food donors, recipients, and related organizations, and research conducted by MTEC on the environmental impacts of surplus food and greenhouse gas emissions. NSTDA\u2019s policy research team has also developed policy recommendations to support food donation processes and the establishment of Thailand\u2019s Food Bank system.<\/p>\n\n\n\n

Under this collaboration, NSTDA will apply its research outputs to support practical implementation of surplus food management at the local level through the mechanisms of Thailand Science Park, which will facilitate coordination among public and private sector stakeholders in Pathum Thani Province. The initiative is expected to generate both social and environmental benefits while serving as a systematic and sustainable model for other provinces in reducing food waste and strengthening food security.<\/p>\n\n\n\n

Mr. Narinsak Pakcharoen, Senior Local Administration Promotion Officer of the Pathum Thani Provincial Office for Local Administration Promotion, stated that the office will support coordination among local stakeholders by jointly surveying and compiling accurate information on vulnerable populations throughout the province. The office will also connect community-based food recipient networks in collaboration with volunteers and civic groups while publicizing food collection and distribution channels to ensure broad and inclusive access for local administrative organizations and residents.<\/p>\n\n\n\n

Meanwhile, the Pathum Thani Provincial Office of Social Development and Human Security will focus on supporting and empowering vulnerable populations across all age groups. The office has collaborated in identifying target groups and coordinating with capable intermediaries to ensure that surplus food reaches those most in need. It also plays an active role in strengthening volunteer networks, community organizations, and social development networks to participate in project implementation and facilitate communication with local communities.<\/p>\n\n\n\n

Mr. Thawee Impoolsap, Country Manager of SOS Thailand Foundation, stated that the Food Rescue Project was initiated by SOS in response to the growing challenges of food waste and food insecurity, both of which significantly affect disadvantaged populations and the environment. He emphasized that collaboration among all sectors is essential to effectively address these issues. The launch of the Food Rescue initiative in Pathum Thani Province marks another important step toward developing sustainable surplus food management systems, promoting awareness of sustainable food consumption, supporting food access for vulnerable populations, and fostering long-term collaboration that can lead to positive societal change across Thailand.<\/p>\n\n\n\n

Following the signing ceremony, executives, partner organizations, and network representatives visited Ban Mankong Community at the Pathum Thani Housing Cooperative Model Project, located opposite Thammasat University Rangsit Center in Khlong Luang District, Pathum Thani Province, where surplus food was distributed to more than 200 community residents. The activity represented the first operational implementation under the Pathum Thani Food Bank Model and demonstrated a shared commitment to ensuring that surplus food is rescued from becoming waste and redistributed to strengthen food security for low-income populations in a sustainable and meaningful manner.<\/p>\n\n\n\n
